This document defines measurement methods recommended for
\nassessing the performance of Inter-RF Subsystem Interface (ISSI)
\nvoice services (IVS) provided by Project 25 (P25) Radio Frequency
\nSubsystems (RFSSs) interconnected in accordance with P25
\nstandardized ISSI functional services and protocols [1]. The ISSI
\nenables mandatory standard subscriber unit-tosubscriber unit
\n(SU-to-SU) and group voice services among subscribers registered at
\ndifferent RFSSs. The normative references define the ISSI
\nfunctional services and protocols. The informative references
\nprovide an overview of the ISSI, including identification of
\nrelevant user requirements, and related background information. The
\nscope of this document is limited to the definition of measurement
\nmethods applicable to the functional services and protocols
\nstandardized by the normative references.<\/p>\n

\nmethods that define measurement parameters and measurement
\nprocedures recommended for assessing performance attributable to
\nthe ISSI in the provision of P25 wide area voice
\nservices.1<\/sup> The purpose of this document is to make
\npossible meaningful comparisons of the results of measurements made
\nby different observers of P25 wide area voice services involving
\nthe ISSI. The intended users of this document include P25 voice
\nservice providers, equipment manufacturers, and end users. This
\ndocument may be used (1) by service providers in the planning,
\ndevelopment, and assessment of P25 voice services that meet end
\nuser performance needs, (2) by equipment manufacturers as
\nperformance metrics that will affect equipment design, and (3) by
\nend users in evaluating performance.<\/p>\n
\nvoice services are any SU-to-SU or group PTT call types that invoke
\nISSI functional services and protocols (i.e., when use of more than
\none RFSS is required for a particular IVS call scenario of
\ninterest). The term P25 wide area voice services<\/i> (or, in
\nthe context of this document, similar terms such as wide area
\ncall<\/i>) is used to emphasize that a principal role of the ISSI
\nis to increase the geographical coverage area for roaming SUs;
\nhowever, the ISSI more generally enables the interconnection of
