This Technical Specification specifies current requirements for the designation of powered wheelchairs and mobility scooters for access to public transport consistent with the provisions of the Disability Standards for Accessible Public Transport 2002 (DSAPT), and/or footpaths and other road-related areas under Australian Road Rules (ARRs).
Scope
This Technical Specification specifies current requirements for the designation of electrically powered wheelchairs and mobility scooters for access to public transport (consistent with DSAPT), footpaths and/or other road-related areas under Australian Road Rules (ARRs). This Technical Specification specifies the requirements for the designation of labels (Blue or White).
This Technical Specification applies to powered wheelchairs and mobility scooters.
This Technical Specification does not apply to any public transport conveyances that require passengers to use an occupant restraint while travelling in a powered wheelchair, and/or tie down or anchorage points on powered wheelchairs.
This Technical Specification does not apply to custom-made powered wheelchairs (built to a prescription for a single user as defined by the Therapeutic Goods (Medical Devices) Regulations 2002). However, this Technical Specification may be applied to the power base design of custom-made powered wheelchairs constructed—
(a) on the basis of a standardized design;
(b) using structural members of common technical specification; or
(c) with primarily dimensional variations between occupants.
This Technical Specification does not apply to manual wheelchairs with add on power kits used for propulsion (including handrim-activated power-assist wheelchairs).
This Technical Specification is not to be used to evaluate the accessibility of public transport conveyances or the built environment.
