\nthat implementations of TIA-102.BABA compatible speech codecs
\ncomply with the standard. This speech codec is the Improved
\nMulti-Band Excitation (IMBETM<\/sup>, a trademark of Digital
\nVoice Systems Inc.) system described in TLA-102.BABA, Project
\n25 Vocoder Description<\/i>. The IMBE speech codec is used to
\ndigitally encode the speech signal and provide forward error
\ncontrol for transmission at a data rate of 7200 b\/s.<\/p>\n
\nimplementations of speech coders do not need to have identical
\nnumerical precision in the internal arithmetic operations to be
\ncompatible. Since individual designers implement algorithms in
\ndifferent manners, it is not possible to create a standard set of
\ntest vectors to assess conformance to a standard. This document
\ndescribes a series of tests that are used to test conformance to
\nthe specification. These tests do not necessarily ensure that the
\nspeech codecs operate satisfactorily under all possible input
\nsignals and it is still a requirement of the manufacturer to ensure
\nthat his implementation operates in a consistent manner. The
\npurpose of these tests is to test for standard compliance. The
\nmanufacturer is encouraged to provide the highest possible
\nperformance but it is not the purpose of these tests to determine
\nthat performance.<\/p>\n
