These requirements do not address the quality or<br \/>\nreliability of that service, nor do they cover equipment<br \/>\nperformance or measurement procedures.<\/p>\n<p>This specification is primarily oriented toward requirements<br \/>\nnecessary for the design and implementation of access terminals. As<br \/>\na result, detailed procedures are specified for access terminals to<br \/>\nensure a uniform response to all access networks. Access network<br \/>\nprocedures, however, are specified only to the extent necessary for<br \/>\ncompatibility with those specified for the access terminal.<\/p>\n<p>This specification includes provisions for future service<br \/>\nadditions and expansion of system capabilities.
