This document applies to earth terminals intended for
\nnon-Government use in blanket-licensed Ka-band satellite networks
\nwithin the United States of America. It also applies to
\ngeostationary space station transmissions used to provide
\nblanket-licensed services to earth terminals within the U.S.A.<\/p>\n
In such a network, a Network Control Facility (NCF) is
\nresponsible for monitoring and controlling the transmit functions
\nof the earth terminals.<\/p>\n
The earth terminals have the following characteristics:<\/p>\n
\u2022 Earth terminals receive in the blanket-licensed bands within
\nthe Fixed Satellite Service (FSS) frequency range from 17.7 GHz to
\n20.2 GHz.<\/p>\n
\u2022\u00a0Earth terminals transmit in the blanket-licensed bands
\nwithin the FSS frequency range from 27.5 GHz to 30.0 GHz.<\/p>\n
\u2022\u00a0Earth terminals transmit and receive through
\ngeostationary satellites with spacing down to 2 degrees away from
\nany other geostationary satellite operating in the same frequency
\nbands and covering the same area.<\/p>\n
\u2022\u00a0Linear or circular polarization is used for transmission
\nand reception.<\/p>\n
\u2022\u00a0The received and transmitted signals are digital in
\nnature.<\/p>\n
\u2022\u00a0Earth terminal antenna aperture may be of any
\ndimensions.<\/p>\n
\u2022\u00a0Earth terminals are designed for unattended
\noperations.<\/p>\n
The earth terminal equipment considered comprises an outdoor
\nunit, which is usually composed of the antenna subsystem and
\nassociated RF electronics, and the indoor unit, which is usually
\ncomposed of receive logic, transmit logic, and modem, including
\ncables between these units.<\/p>\n
This document applies to the earth terminal, its ancillary
\nequipment, and its various ports when operated within the
\noperational environmental limits declared by the manufacturer and
\nwhen installed as required by the manufacturer by declaration or in
\nthe user documentation.<\/p>\n
All parts of the indoor unit related to reception, processing,
\nand presentation of the received information, except for the
\ncontrol channel, are outside the scope of this document. The syntax
\nof the control channel messages is outside the scope of this
