The method takes<br \/>\ninto account the roughness of the site terrain and also any<br \/>\nroughness changes that occur upwind. The roughness of the terrain<br \/>\naffects the hourly-mean wind speed and its turbulence component.<br \/>\nTheoretical methods were used to account for these effects and the<br \/>\nresults combined into a simplified method that is presented in the<br \/>\nform of convenient calculation sheets and equations for the data. A<br \/>\ngust factor approach is used to relate the maximum gust speed to<br \/>\nthe corresponding hourly-mean wind speed given by ESDU 82026.The<br \/>\ngust factor dependence on averaging time is derived using the<br \/>\nspectral density of the fluctuating component of wind speed. The<br \/>\napproach assumes an extreme-value distribution that provides an<br \/>\nestimate of the maximum value of the fluctuating component and<br \/>\nhence the gust speed for any averaging time and time interval<br \/>\nwithin which the wind speed is observed. Gust factors derived using<br \/>\nthis approach are presented graphically and in simplified equation<br \/>\nform.
